After July 12, 2022, Microsoft will no longer support SQL Server 2012 or earlier. Therefore, as of the v.2022.2.0
Accounting CS
release, scheduled for late June 2022, your firm must have SQL Server 2014 or higher installed on the servers that run
Accounting CS

General - Payroll
We've added the
PA Philadelphia City Tax
checkbox as a separate item in the Local section of the Tax Exemptions tab in the Payroll Items screen. Mark this checkbox to make the
Philadelphia City Tax
item exempt from taxable wages and tax calculations.
Accounting CS Payroll, for live payroll processing
We've added the Use CCD company / batch header records for all balancing entries (5 record) checkbox in the Advanced Setup window in the Direct Deposit tab of the Bank Accounts screen and the Impound Bank Accounts screen (Idea Incubator #5156). Mark this checkbox if your financial institution requires all balancing entries for PPD Standard Entry Class Code transactions to be included in a separate batch / company header record (5 record) with a CCD Standard Entry Class Cide when submitting balanced ACH files.
We've added the ability to override the Maximum % of disposable income limit for child support garnishments to allow a limit to be entered other than the standard 50%, 55%, 60%, and 65% of disposable income. (Idea Incubator #823)
Virginia. We've updated the Virginia Creditor Garnishment calculation.
Payroll compliance
Connecticut. We've updated the application to accept the new 10-digit Unemployment ID (formatted as ##-###-##-###) that is now being issued by the Connecticut Department of Labor.
Iowa. The following payroll tax forms can now be filed through the GovConnectIowa system. (Idea Incubator #4764)

Form W-2 Copy 1
Montana. We've made the following changes to Forms UI-5, UI-5A, and UI-5G.
We've added the ability to electronically file the forms via FSET.
We've updated the filing method on the forms from Magnetic to Internet.
noteWe plan to remove the Internet filing method as a supported method in a future release.
North Dakota. The Job Service North Dakota agency now requires all employers to file Form SFN 41263 electronically and will no longer accept paper copies of the form. Therefore, we've removed the Paper filing method for the form and added the Web fill-in method. You can also file the form using the Internet filing method.
Oregon locals. We have made the following changes to Forms WPFA-QR and WSHS-QR for the City of Portland in the Payroll Taxes tab of the Clients screen.
For existing clients that already have a Portland business location where the Oregon Multnomah County Preschool for All Income Tax and the Oregon Metro Housing Services Income Tax are marked Wage Exempt, we now mark the Do Not File for the associated Forms WPFA-QR and WSHS-QR.
For new clients or existing clients that add a new Portland business location, the Oregon Metro Supportive Housing Services Income Tax is marked Wage Exempt by default. Therefore, we now also mark the Do Not File checkbox for the associated Form WSHS-QR.
The application now prompts you with a message to mark/clear the Do Not File checkboxes for Forms WPFA-QR and WSHS-QR when marking/clearing the Wage Exempt checkboxes for the associated taxes.
Pennsylvania locals.
We've combined the W-2 Copy 1 and transmittal forms into a single available selection in the Form filter options in the Process Payroll Tax Forms screen and Edit Payroll Tax Forms screen for the following local tax agents and forms.

We've made changes to the PSD codes that are reported on Form W-2 Box 20 for Pennsylvania clients.
If no selection is made in the Default EIT Tax Collector field in the Locals dialog (accessed via the Payroll Taxes tab in the Clients screen), the application does the following:
The W2 PSD Code field in the Locals dialog (accessed via the Payroll Taxes tab in the Clients screen) is disabled and ignored.
The six-digit PSD code of the work location that is assigned to the tax item by the state of Pennsylvania, followed by a dash (-) and the first two digits of that PSD code is used as the PSD code in Box 20.
noteFor employees who work in multiple work locations, each location's unique six-digit PSD code that is assigned to the tax item by the state of Pennsylvania, followed by a dash (-) and the first two digits of that PSD code is used as the PSD code in Box 20 on the line with the associated wage and tax amounts.
If a selection is made in the Default EIT Tax Collector field in the Locals dialog (accessed via the Payroll Taxes tab in the Clients screen), the application does the following:

Effective for tax year 2022, the City of Philadelphia has moved its annual reconciliation to a quarterly filing requirement. All employers are required to electronically file the new quarterly reconciliation Form Philadel_Q.

In communications with the City of Philadelphia, it is anticipated that the due dates for filing 2022 first quarter and second quarter returns will be extended (the due dates are currently July 15, 2022 and August 1, 2022, respectively). We will share the new due dates once an official announcement has been made by the City of Philadelphia.
The payroll software industry continues to work closely with the City of Philadelphia on implementing an electronic filing system that supports the new Form Philadel_Q worksheet and bulk filing requirements. We plan to release both the worksheet and bulk file in a future release.
