Kentucky Form UI-3 electronic filing options

The Kentucky Office of Employment and Training Department provides 3 possible options for electronically filing Form UI-3. You can find additional information about each option in the Kentucky Unemployment Insurance Self-Service website.

  • Electronic payments are required and the payment amount must match exactly the total amount that is calculated due after transmission.
  • If you need to file for a client that will owe taxes and you don’t want to submit a payment on their behalf, please omit that client from your Option 3 file upload. You'll need to file for that client individually under Option 1.

Option 1 - Single Employer File Upload

Choose this option if you are an employer who create reports using the ICESA format and who want to upload their file, OR third-party administrators (TPAs) who don't want to make a single payment for all uploaded clients.
  1. Choose
    Internet
    as the filing method for Form UI-3 in the
    Payroll Taxes
    tab of the
    Clients
    screen.
  2. Select
    Payment
    as the payment preference method for the agency in the
    Main
    tab of the
    Vendors
    screen.
  3. Process the form using the
    Edit Payroll Tax Forms
    screen or the
    Process Payroll Tax Forms
    screen.
  4. Open the
    Process Internet/Magnetic Files
    screen, select the (single) client, then select
    Create Files
    .
  5. After the file is submitted, select
    Pay Now
    to access the Payment Portal, which will capture the total amount due from the report.

Option 2 - Single Employer Online Form Entry

Choose this option if you're an employer who has a small workforce (under 250 employees) and who want to manually enter their quarterly report information using the online form for a specific quarter.
  1. Select
    Paper
    as the filing method for Form UI-3 in the Payroll Taxes tab of the
    Clients
    screen.
  2. Select
    Payment
    as the payment preference method for the agency in the
    Main
    tab of the
    Vendors
    screen.
  3. Process the form using the
    Edit Payroll Tax Forms
    screen or the
    Process Payroll Tax Forms
    screen.
  4. In the Kentucky Unemployment Insurance Self-Service website, manually enter the quarterly report information using the form printed from Accounting CS.
  5. After the file is submitted, select
    Pay Now
    to access the Payment Portal, which will capture the total amount due from the report.

Option 3 - Multiple Employer File Upload

Choose this option if you're a Third-party administrator (TPAs), payroll processor, CPA, and other tax service providers who are filing on behalf of their clients and will make a single payment for the amount due of all returns in the uploaded file.

Register online with the Kentucky Office of Employment and Training Department to use this option.
  1. Complete the online Third-Party Administrator Registration form on the Kentucky Office of Employment and Training Department website.
  2. In Accounting CS, select
    Internet
    as the filing method for Form UI-3 in the
    Payroll Taxes
    tab of the
    Clients
    screen.
  3. Select
    Payment
    as the payment preference method for the agency in the
    Main
    tab of the
    Vendors
    screen.
  4. Process the form in the
    Edit Payroll Tax Forms
    screen or the
    Process Payroll Tax Forms
    screen.
  5. Select the
    Process Internet/Magnetic Files
    screen, select the clients, and then select
    Create Files
    .
  6. After the file is submitted, select
    Pay Now
    to access the Payment Portal, which will capture the total amount due for each individual account and let you pay for all accounts in the file using a single payment.
note
Use the
impounding feature
in Accounting CS to set up impound accounts into which you can deposit funds that are collected from your clients’ bank accounts for the purpose of making tax payments on their behalf.
