IRS information return e-file mandate

On February 23, 2023, the Department of the Treasury and the Internal Revenue Service published final regulations reducing the threshold for filing certain information returns electronically.
  • The new rules apply starting with the 2023 tax year to be filed in calendar year 2024.
  • The threshold has been lowered to 10 from 250.
  • For more information about the returns that are part of the aggregate count, refer to New electronic filing requirements for Forms W-2.
Based on new IRS regulations, all information returns need to be corrected using the same filing method as the original return.
There are 2 methods available to file a 1099 electronically in Accounting CS.  The 1st is using the Filing Information Returns Electronically (FIRE) system and the 2nd is the Information Returns Intake System (IRIS).

Information Returns Intake System (IRIS)

Go to the IRS IRIS website to learn more about filing 1099s through the IRIS system.
Do the following to file 1099 forms electronically to the IRIS system:
  1. Select
    Actions
    , then
    Process Payroll Tax Forms
    .
  2. Change the filing method for Copy A to
    Electronic
    .
  3. Select
    Process Selected
    to generate a file for transmission.
  4. Select
    Actions
    , then
    Process Electronic Forms
    .
  5. Select
    Transmission Information
    , and select a staff member in the
    File contact
    field.
  6. Select the file, then
    Preview Selected
    .
  7. Select
    Transmit Forms
    .

Filing Information Returns Electronically (FIRE)

Go to the IRS website for information about electronic filing of 1099s, or to determine if you need to enroll or register to file electronically.
To request authorization to file electronically and get a Transmitter Control Code (TCC), apply online with the Information Return (IR) Application for Transmitter Control Code (TCC).
Do the following to create a 1099 form to file electronically for the FIRE system:
  1. Select
    Actions
    , then
    Process Payroll Tax Forms
    .
  2. Change the filing method for Copy A to
    Internet
    .
  3. Select
    Process Selected
    to add the client's data to a batch file.
  4. Select
    Actions
    , then
    Process Internet/Magnetic Files
    .
  5. Select the file, then
    Preview Selected
    .
  6. Select
    Create Files
    .
  7. Upload the file to the IRS FIRE program.
