Mayor’s Policy Council Toolkit
The City of Houston’s Mayor’s Office’s former Anti-Trafficking Task Force was restructured to align with the Anti-Human Trafficking Strategic Plan issued in 2016. This necessitated new membership aligned with revised goals and an overarching municipal framework, leading to the launch of the next phase of the renamed Mayor’s Policy Council in 2020. The revamped policy council used a working group structure that mirrored the strategies and tactics of the Strategic Plan, signaling a shift to a whole of government response.
This toolkit is ideal for governments and NGOs looking to enhance their capacity through partnerships and collaboration. It includes documents that established the 42-member multi-disciplinary policy council, the Member Agreement, By-Laws, and a PowerPoint outlining the working group-driven policy council.
